Ingredients
The filling:
1 shallot, finely chopped
1 lb (450g) ground beef
1 large potato, peeled and grated (juice squeezed out)
1/2 tsp salt
1/2 tsp ground black pepper
1/2 tsp cinnamon
1/4 tsp coriander
1/4 tsp cumin
1/4 tsp sweet paprika
A small handful of fresh parsley, finely chopped

1/2 Tbsp butter or olive oil for frying
 
The batter:
2 eggs
A generous pinch of salt
2 cups (500ml) kefir
2 3/4 cups (340g) all-purpose flour
1 1/2 tsp baking powder
 
Other:
1/2 Tbsp butter or oil for greasing

Directions
Prepare the filling:
Heat the butter or oil in a large frying pan over medium heat.
Add the chopped shallot and cook until softened, about 3-4 minutes.
Add the ground beef and cook, breaking it up with a wooden spoon, until browned and cooked through, about 5-6 minutes.
Stir in the grated potato, salt, pepper, cinnamon, coriander, cumin, and paprika.
Cook for another 3-4 minutes until the potato is slightly softened.
Remove from heat and stir in the chopped parsley.
Set aside to cool slightly while you prepare the batter.
 
Make the batter and assemble:
Preheat your oven to 375°F (190°C).
Grease an 8-inch square baking pan with butter or oil.
In a large bowl, whisk the eggs with the salt.
Add the kefir and whisk until combined.
Gradually add the flour and baking powder, whisking until you have a smooth batter with no lumps.
Pour half of the batter into the prepared baking pan.
Spread the cooled meat and potato filling evenly over the batter.
Pour the remaining batter over the filling, spreading it gently to cover.
 
Bake:
Bake for 35-40 minutes, or until the top is golden brown and a toothpick inserted into the batter (not the filling) comes out clean.
Allow to cool for 10 minutes before cutting and serving.
